Health Education and Training Institute (HETI) is a Pillar of NSW Health. It is a Chief Executive–governed organisation that promotes education and training across the NSW Health system. HETI’s mission is to improve the health of NSW and the working lives of NSW Health staff through education and training.

Health Education and Training Institute (HETI) began operations on 2 April 2012 as a statutory health corporation. HETI was established following the Garling Report, a review of acute care services in NSW public hospitals.

HETI builds on the work of predecessor organisations:
  • the NSW Institute of Medical Education and Training (IMET)
  • the NSW Institute of Rural Clinical Services and Teaching (IRCST)
  • the Clinical Education and Training Institute (CETI).
On 1 January 2017, the former NSW Institute of Psychiatry merged with HETI. HETI was registered as a higher education provider by the national regulator for higher education, the Tertiary Education Quality Standards Agency (TEQSA), in October 2016.
HETI promotes education and training across the NSW Health system that:
  • supports safe, high-quality, multi-disciplinary, team-based, patient-centred care
  • meets service-delivery needs and operational requirements
  • enhances workforce skills, flexibility and productivity.
HETI is a Pillar of NSW Health and is a set up as a statutory health corporation. HETI is primarily located at the Gladesville Hospital grounds in Gladesville. The higher education functions are located at Cumberland Campus, North Parramatta. Rural and remote team members are located in various locations throughout NSW.
We have an exciting journey ahead to build and support an agile, flexible and connected workplace. In 2020, HETI will move to a new building at St Leonards. Eight other health organisations will also relocate to the site. The new workplace will offer diverse work spaces to suit different work activities, as well create opportunities to collaborate and move towards a more connected workforce. The eight health organisations relocating are:

  • NSW Ministry of Health and associated groups
  • Clinical Excellence Commission
  • Agency for Clinical Innovation
  • Bureau of Health Information
  • Cancer Institute NSW
  • Health Education and Training Institute
  • Health Infrastructure
  • eHealth NSW and Healthshare NSW (core functions).

Our portfolio is responsible for setting the strategic direction for the whole organisation. This is where high-level decisions are made and strategies are designed. It is the first point of contact for the Ministry of Health and all other stakeholders.

PROFESSIONAL PRACTICE, INTER-PROFESSIONAL COLLABORATION

The Professional Practice, Inter-professional Collaboration portfolio includes:

  • Nursing and Midwifery

  • District HETI (e-Learning development)

This portfolio is all about developing and delivering engaging and meaningful training and education. This includes both online and face to face programs for all NSW Health staff.

MEDICAL

The Medical Portfolio’s key role in HETI is to equip NSW doctors for patient-centred care. Amongst a range of programs, the portfolio is responsible for:

  • allocation and distribution of new medical graduates to prevocational training Networks and their accreditation.
  • development and support of Networked vocational training programs.

RURAL AND REMOTE

Rural and Remote Portfolio provides opportunities to rural and remote health staff. Many exciting educational opportunities exist for staff working in rural and remote areas of NSW. This will enhance their careers and working knowledge of health issues faced by rural and remote communities. Programs supported cover a wide range of areas including, but not limited to:

  • medical
  • leadership
  • research
  • simulation education.

LEADERSHIP, MANAGEMENT DEVELOPMENT AND EDUCATION DESIGN

This portfolio supports the identified leadership and management training needs of NSW Health staff. It works in partnership with all other NSW Health organisations to co-create leadership, talent development and management programs. Programs include a mix of online, face to face and blended learning opportunities and are delivered by expert facilitators. The portfolio also provides advice to stakeholders on the development of educational programs to meet workforce needs including:
  • curriculum design
  • modes of delivery
  • evaluation.

EDUCATIONAL RESEARCH AND EVIDENCE-BASED PRACTICE

The Educational Research and Evidence-based Practice Portfolio is HETI’s research and evaluation lead. It provides advice, co-ordinates and conducts educational research at HETI and leads HETI’s Evaluation Team. This portfolio manages publication of HETI’s ejournal Health Education in Practice and research blog.

The mental health portfolio runs mental health education and training for the mental health workforce and for the broader health community. It also leads higher education on behalf of HETI.

ONBOARDING PROCESS AND PROCEDURE
The onboarding program is designed to welcome you to the organisation and to ensure you are supported throughout your orientation process.

The program consists of:
  • pre-commencement online Onboarding Module (generic information)
  • onboarding with Portfolio (specific to your role)
  • orientation with Human Resources (meet and greet).

We hope you enjoy your onboarding experience and look forward to celebrating your continuing progress and success.

Onboarding with Portfolio:

It is important to have a good understanding of the expectations of your new role and that you are supported with the resources and tools to perform the different aspects of the role.

Once you start, your manager will set you up with a ‘buddy’ who will offer support until you become more familiar with HETI life.

Orientation with HR

Human Resources orientation, forms part of your individualised onboarding. You will be invited with other new starters to attend an orientation session. The orientation will provide you with an overview of:
  • HR’s key objectives and functions
  • your employment conditions
  • employment benefits
  • HR matters at HETI.

Onboarding Checklist
HETI Culture
HETI’s culture is embedded with high-performance teams and a positive workplace culture. Employees are expected to model behaviours at the workplace that support the CORE values:
  • Collaboration
  • Openness
  • Respect
  • Empowerment.

CORE training is a mandatory requirement of each employee commencing their journey at HETI. Staff are provided with skills to be comfortable taking responsibility to:
  • initiate important workplace conversations
  • identify mutually acceptable solutions
  • bring about positive change to improve workplace culture.
Employee Benefits and Conditions of Employment
Employees of NSW Health – HETI are covered by a range of (State) Awards and health industry policies relating to conditions of employment. It is important to be aware that conditions of employment vary between different awards and classifications. These will be covered during your induction process.

Probationary period

To provide a clear understanding of role expectations and performance standards, all new HETI employees partake in a probationary review. Key objectives are agreed to, and performance is monitored. Upon successful completion of the probationary period, employment is confirmed.

Performance Development Review (PDR)

An annual PDR is completed by all HETI employees. The PDR:
  • sets clear objectives for the coming 12-month period
  • sets learning and development goals
  • provides an opportunity to discuss general fit in the role.

Leave provisions

Leave provisions for HETI employees are very generous. Information is available on the HETI HR intranet page. However, as a guide, leave provisions for full-time staff include:
  • ADO (one day off for every 19 days worked, up to HSM 4, not for HSM 5 and HSM 6)
  • Annual Leave (20 days per annum)
  • Long-service Leave
  • Sick Leave (10 days per annum, after 3 months of employment)
  • Parental Leave (Maternity, Adoption and Parental Leave)
  • Family and Community Leave (FACS)
  • Personal Carers Leave
  • Learning and Development Leave.

Bupa Employee Benefit

Bupa and NSW Health have partnered to offer NSW Health staff (including HETI staff) discounted health cover and other benefits. As an employee of HETI, you can look forward to:
  • an ongoing 5% discount if you join Bupa, or if you are an existing member, on an eligible cover.

Employee Assistance Program

HETI supports the health and wellbeing of its employees. An Employee Assistance Program (EAP) is available to HETI employees. EAP is provided by Benestar (formerly named Davidson Trahaire Corpsych). Some of the services provided by the EAP include confidential coaching and to HETI employees and their immediate family, dietian advice and financial counselling.

Employee Conduct and Responsibilities
Everyone working at HETI should expect to be treated, and must treat others, with respect, dignity and fairness. The NSW Health Code of Conduct defines standards of ethical and professional conduct that are required. It also defines the behaviours which are unacceptable and will not be tolerated.

Employees need to be familiar with the Code of Conduct and assist in building a positive workplace culture based on our CORE values. As part of your onboarding, you will need to read and acknowledge a willingness to comply with the following policies:
  • The NSW Health code of conduct
  • FM HR services, recruitment – confidentiality consent form
  • Communications: use and management of misuse of NSW Health communications systems
  • Bullying: prevention and management of workplace bullying in NSW Health
  • Motor vehicles: use of within NSW Health
  • Official travel
  • Conflict of interest and gifts and benefits.

Safety and Security
The Work Health and Safety Act 2011 (the WHS Act) provides a framework to protect the health, safety and welfare of all employees at work. All HETI employees contribute to fostering and maintaining a safe and supportive culture in the workplace.

WHS employee responsibilities:
  • Take reasonable care of their own health and safety.
  • Take care that their action or omissions do not adversely affect the health and safety of others.
  • Comply with reasonable instructions, policy or procedure relating to health and safety in the workplace.
  • Be aware of key emergency, health safety and wellbeing contacts at work.

WHS manager responsibilities:
  • Lead by example.
  • Actively promote a positive health, safety and wellbeing culture throughout the workplace.
  • Ensure staff understand and comply with their responsibilities.
  • Actively participate and encourage staff engagement in health and safety-focused activities.
  • Ensure staff, students and visitors are aware of workplace hazards.

Incidents at work

HETI has emergency controls in place comprising of First Aid Officers, Fire Wardens and the WHS committee. The contact details of the officers can be found on noticeboards. In the event of an injury, employees must complete an Injury Notification form and forward it to HETI-HR@health.nsw.gov.au. The form and other information is available on the HETI HR intranet page.
Required Training
Mandatory training must be completed by an employee or contractor if they work for NSW Health. Completion of mandatory training helps maintain a safe and healthy working environment. It also supports staff in meeting their obligations as employees of NSW Health.

All NSW Health staff must complete the mandatory training modules. Dependent on their occupation or responsibilities within their workplace, specific staff will require additional training. Mandatory Training includes:
  • CORE Chat for Employees (within the first four months of employment/CE Mandatory Training)
  • CORE Chat for Managers (within the first six months of employment/CE Mandatory Training)
  • Aboriginal Culture – Respecting the Difference – face-to-face
  • Child Wellbeing and Child Protection
  • Fire and Evacuation
  • Hazardous Manual Tasks
  • Incident Information Management System (IIMS): Notifier Training
  • Infection Prevention and Control Principles (non-clinical staff)
  • Introduction to Work Health and Safety
  • Privacy Module 1 – Know Your Boundaries
  • Violence Prevention and Management – Awareness
  • Violence Prevention and Management – Promoting Acceptable Behaviour in the Workplace.

HETI’s central office is contained within the grounds of the Gladesville Hospital at Building 12, Gladesville Hospital, Shea Close (off Victoria Road), Gladesville NSW 2111. It is identified in the teal blue shaded area on the map below.

Parking
Free parking is available. The main carpark entrance is off Victoria Road. Alternate access to the hospital grounds is via the Punt Road entrance.

Intranet: Internal portal. You would need to receive username/password to access intranet. The intranet contains vital information to support your placement in HETI. It provides important ‘how to guides’, templates and HETI staff news a as well as links to useful sites (http://www.heti.nsw.gov.au/intranet/).

Internet: Public website (http://www.heti.nsw.gov.au).

My Health Learning: Our Learning Management System where all live resources are available. All NSW Health employees must complete mandatory training to help maintain a safe and healthy environment. In addition to the mandatory training modules, the site provides a large catalogue of training modules to excel you knowledge (http://myhealthlearning.health.nsw.gov.au).
